一、海南大学概况/About Hainan University
海南大学是2007年8月由原华南热带农业大学与原海南大学合并组建而成的综合性重点大学，是教育部和海南省人民政府“部省合建”高校，2017年入选国家“世界一流建设学科”建设高校，2022年海南大学再次入选国家“双一流”建设高校。
Hainan University is a comprehensive key university formed by a merger with the former South China University of Tropical Agriculture in August 2007. It is jointly administered by the Ministry of Education and Hainan Provincial People’s Government.In 2017, HNU was listed in the national plan for establishing world-class disciplines, and in 2022 it was listed again under the national plan to establish world-class disciplines.
学校现有10个博士后流动站，16个一级学科博士点和2个专业学位博士点，37个一级学科硕士点、28个硕士专业学位类别。作物学连续两轮入选世界一流学科建设名单，植物与动物科学、材料科学、化学、农业科学、工程学、环境科学/生态学、生物学与生物化学、一般社会科学、计算机科学、药理学和毒理学等11个学科进入ESI前1%。专任教师3327人，院士、杰青等国家级人才93人。
HNU hosts 10 post-doctoral reach station, 16 first-level discipline doctorate programs, 2 professional doctoral program, 37 first-level-discipline master’s degree programs and 28 professional master’s degree programs. There are1 discipline listed in the world First-Class Discipline Construction Plan(Crop Science) and 11 disciplines(Plant and Animal Science, Material Science, Chemistry, agricultural Science, and engineering, Environmental Science/Ecology, Biology and Biochemistry, Social Sciences General，Computer Science, Pharmacology & Toxicology) entered among the top 1% of ESI. Its faculty has more than 3327members, including 93 jointly-academicians, Distinguished Young Scholars.
学校实施开放办学战略，是海南省首家接收中国政府奖学金来华留学生资格的培养单位，当前逐步形成以服务“一带一路”教育合作与交流为重点、深耕热带国家和地区为特色的对外开放办学格局。学校入选教育部第二批来华留学示范基地，已建成国际学生教育本硕博完整的培养体系。
Hainan University is committed to a strategy of openness in education and the first one qualified to receive Chinese government scholarships in Hainan Province. Currently, HNU has gradually formed its own schooling models. It not only prominently serves for the Belt and Road educational cooperation and exchange, but also is dedicated to high-level educational and cultural exchanges with the tropical countries and areas. In recognition of this, HNU was selected by the Ministry of Education as a member of the second group of Demonstration Base for Studying in China, offering a complete range of higher education programs (from bachelor's to doctoral degrees) to international students.
二、项目介绍/Program Introduction
高水平研究生项目是中国政府奖学金高校自主招生项目下的子项目。项目采取“个人申请、院校推荐、专家评审、择优录取”的原则，选拔具有优秀学科背景、专业能力及未来发展潜力的国际学生。
The Chinese Government Scholarship-High Level Graduate Program is designed to finance the study of talented international students in China that are directly selected and recommended by designated Chinese universities. The programme is based on the principles of "individual application, institutional recommendation, expert assessment and selection on the basis of merit", and selects international students with excellent academic background, professional ability and future development potential.
该奖学金为全额奖学金项目，覆盖学费、住宿费、生活费和综合医疗保险费。
Chinese Government Scholarship-High-level Graduate Program，as one of full-scholarships, covers tuition, accommodation, living allowance and comprehensive medical insurance.

四、项目申请/Program Application
（一）申请资格 Eligibility
1. 非中国籍公民，身心健康。
Non-Chinese citizens, in a good physical and mental health.
2. 申请攻读硕士学位者，应当具有学士学位同等学力学历，学业优秀，年龄不超过35周岁；申请攻读博士学位者，应该具有硕士学位同等学力学历，专业能力突出，年龄不超过40。
Applicants for a Master’s degree must have a bachelor’s degree and be under the age of 35. Applicants for doctoral programs shall hold a master’s degree or equivalent qualification, demonstrate outstanding academic competence, and be under the age of 40.
3. 申请以中文为专业教学语言的攻读硕士、博士学位者，中文水平至少须达到汉语水平考试（HSK）四级。以英文为专业教学语言的攻读硕士、博士学位者，如果英文为非母语，英语水平须达到雅思(IELTS)6.0及以上（单科不少于6.0），或托福560以上，新托福（网考）78分以上；母语为英语申请者免英文成绩。
Applicants for master’s and doctoral programs delivered in Chinese shall attain at least HSK Level 4 in Chinese proficiency. For applicants for master’s and doctoral programs delivered in English whose native language is not English, the English proficiency requirement is an IELTS score of 6.0 or higher (with no individual band below 6.0), or a TOEFL score of 560 or higher (paper-based), or an iBT TOEFL score of 78 or higher.Applicants who are native English speakers are exempted from the English proficiency test requirement.
（二）申请材料 Application documents
1.《中国政府奖学金申请表》Application Form for Chinese Government Scholarship（中文或英文填写递交海南大学国际学生管理平台/Submitting via the Hainan University International Student Management Platform, completed in either Chinese or English）;
2. 护照首页扫描件（护照有效期应晚于2028年9月）/
Scanned Passport Home page(Ordinary passport expires after September 2028);
3.经公证的最高学历证明/Notarized highest diploma;
4.学习成绩单（自本科阶段起）/Academic Transcripts(from the
undergraduate program onwards)
5.语言能力证明。Language qualification certificates;
6.来华学习计划（英语或中文书写，不少于1000字）/
A study plan proposal in Chinese or in English (No less than 1000 words);
7. 教授或副教授撰写的两封推荐信
Two recommendation letters Written only in Chinese or English from professors
or associate professors；
8.已在华学习的申请者需提交护照签证页和目前所在学校开具
的同意转学证明；/Applicants who are now in China must submit scan of Photocopy of Visa and Transfer Certificate from the present universities；
9.无犯罪记录证明/ Non-criminal record report
10.中文版或英文版的《外国人体格检查表》/Photocopy of Physical Examination Form completed in Chinese or English
注：1.通过系统上传的材料须清晰、真实、有效。建议申请人使用专业设备扫描需提交的有关文件，因上传材料不清晰或不可识别造成的后果由申请人承担。
Note: 1.Uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials。
2.预录取通知书通常在3月中旬发放给审核通过的申请者，同时学校也会通知申请者及时在中国政府奖学金来华留学管理信息系统上上传。
2. The Pre-admission letters are normally issued to successful applicants in mid-March. Meanwhile, the University will notify applicants to upload documents promptly on the China Government Scholarship Information System for International Students in China.
（三）申请流程 Application Procedure
*第一步 申请人登录“中国政府奖学金来华留学管理信息系统”（http://www.campuschina.org），在线填写《中国政府奖学金申请表》并提交申请材料
Step one: Visit “Chinese Government Scholarship Information System”at http://www.campuschina.org and then fill in the sections of the Application Form online。
*第二步 申请人登录“海南大学国际学生服务平台”
（https://hainanu.at0086.cn/StuApplication/Login.aspx），完成在线信息与申请材料的递交。
Step two: Log onto “Hainan University International Student Service System” at https://hainanu.at0086.cn/StuApplication/Login.aspx and complete your submission of the online information and application materials.
